I think the culprit has money's power, it may influence police, of course that cant arrest him easily so the ML choose to act this way =))
As the bastard himself said, he would bail off with money. Sure he may not be able to buy the whole prison time (25 years or so) but he will probs be in a confy cell with TV, wifi, good food and whatever he needs (it has happened in my country) and get a bonus reduction in his sentence if he is a good boy. Long story short he would be out of prison in 5 years the most.
Also add the time that the case will be on court. Some of them last for like 10 years and some of them even get canceled because of that. Maybe he would go off and hide somewhere in that time lol.
I think if our main character turned the chip into the police and arrested that guy, he Would get what he really deserved. Beating him up isn’t going to stop him from driving drunkly. You need to confine and torture this guy in jail to make him really understand. But at least we’ll get a fight scene. Or someone will but in?
