Khan's tribe is discriminated against by the empire and Rykell protects them in the wasteland (Rykell protects Suin (Khan's race), Magical beasts, and Nymphs in the northern region and its border)
If Khan got caught or entangled in crime, its Rykell who will get the brunt, and his restriction with be tightened.
Butler is exempted from the restrictions so why not have him kill those fuckers who call themselves parents
