I think you didn't really understand the story. It was explained in the previous chapters on how SHIINA is also a Victim. That omega who bowed to Rika is at fault. He called up Shiina in the classroom where Rika was in heat. He was young back then and the rut of an alpha cannot be stop. He didn't intended to rape him. Come on, Shiina did say that he tried to reach out to Rika but he didn't get a chance. Understand the story too
