It's because the original thing is a game, so they made the anime from the game and now a manga.
(but it's true that sometimes they make the anime first and then if it's popular they create a manga or light novels like for example K Project or psycho pass)
I thought they make the manga first and then do an anime, but now I see you can do the anime and not make a manga for it too.
