13 is the age of consent, where someone is considered capable of giving consent to sexual acts. 20 is the age of legality, where someone can drink and buy alcoholic beverages, vote, and basically do anything without a guardian's permit needed (when one is not considered a minor anymore)
But really, 13 is too young. A person is still undergoing puberty at this age and the time when they only start to fully understand themselves.
Okay thank god cause I went to search, "the age of legality in Japan." on Google it gave me 13 (didn't read properly doe and I was mad and shook). I think I did read properly. Thanks for the clarification T-T!

You're right. Japan lets their prefectures decide what age to put but it's not allowed to be below 13. Some foreigners mistake that it IS 13.
