The ending might seem open-ended but it really is not. Ian and Jeremy's attraction to each other started on that river when Ian sang Schubert for Jeremy while rowing the boat. Then, when they started looking at the photographs together so that Jeremy can get through the trauma, Ian promises that when it's all over, they will go on a boat-ride and sing Schubert together - http://www.mangago.zone/read-manga/zankoku_na_kami_ga_shihai_suru/mh/v12/c069/28/. The last panel is them together in a boat again and Ian singing for Jeremy again indicating that they managed to get over the trauma and start over.
