I think she originally planned a murder suicide with conor but realized it was the end anyway and shot herself too, whether she would've shot conor or simon wouldn't have mattered at that point.
Prosecutor hasco just wanted revenge on the waf and wanted to use simon as a scapegoat and realized Gale was lying to him so it was the end for him too and threw his plans out of the window and went ahead and murdered the minister because he founded the waf.

Why did Veronica shoot herself if Simon got shot and not Conor (idk could just be she didn’t want to face punishment but she was saying something like “see you in Heaven my dear Conor)? Also, what’s going on with the prosecutor at the end exactly?
