In the earlier chapters when she was just a baby Lucas was able to see that she had reincarnated but apparently he can see it clearer now, she lived her first life as Athanasia and died, then she lived her life in Korea and killed herself and now she was reborn as Athanasia again...

The chapter is explaining that Athy has magic that allows her to turn back time and that magic has infected/influenced Claude's state of magic as well which caused his magic to revert back to how it was before, when his dark magic was strong and in turn the dark magic is killing him. Basically Athy's magic is killing Claude (I think). Well that's what I understand ╮(￣▽￣)╭, I'm not sure if it's correct though, so correct me if I'm wrong.
So Lucas is kinda god? Like god but not that much. ( I won't be able to explain this sentence.)
I think Lucas is just a really powerful really old magician, not quite God Hough, but so powerful he can see those types of things and has been around for a long time
