I think he said that to her to make her be at ease. Her sister just died and even tho is obviously she was a jelous whore, isn't healthy to keep disdain and hate in a dead relative, specially when fl really cared about her younger sister.
In conclusion Pen was whore, and the ml lied for the fl mental health and to preserve a fake image of her younger sister.

Yes, the sister was a total dumpster fire, but I really didn't find anything particularly redeeming about any of the characters. They all seemed like cliches to me, stupidly believing the most ridiculous assertions and jumping to all kinds of conclusions.
