Garan is the empress from the country of the other dragon boy ( the one from the zodiac). She is also from earth, as all emperors and empress. Yellow dragon and Dojin went to visit them just a couple of chapters ago

yeah. that is the point....the emperors should have forgotten but it seems they did not. Which seems to show that maybe Yellow Dragon's powers are not as strong as they used to. Or maybe that they going back and forth in time is affecting the space-time matrix, dunno. The thing is, now she does remember
