Peter didn't do that, his brother James set all that up since he felt guilt over what his family the Ratri clan was doing and wanted to give the kids a chance. Peter had him and his associates killed.

Maybe I missed it, but why did he go through the trouble of setting up the books and codes and safe house in the first place? Obviously, he doesn't want the kids to survive. Now he just wants to kill them, but if he wanted them dead, he would have just left them to die on the farms.
