I don't think that's fair to the seme. After all, the uke never actually confessed his feelings. When seme announced he was getting married, he had no idea uke was going to confess, he just wanted to say what he wanted to say because it was too important to delay. Or even if he did know the uke was going to confess, he got some girl pregnant and had already resolved himself to take responsiblity. Even after the seme and his wife divorced only after two years of marriage, the uke kept quiet so it's not entirely seme's fault their relationship didn't progress until later. When they were 35, they had drunk sex. I'm assuming that's the start of their romantic relationship. That's why seme was "hitting on" uke at the end of chapter when they were 45 years old - they already a consensual and established relationship. However, when uke saw the ring on seme's finger, he wrongly assumed seme was going to get married to someone else, so uke acted cold - avoiding seme's kiss and penetrative sex. Seeing this, seme was suddenly nervous and confused and was thus trying to affirm if uke does love him. He didn't ask because he already knew. He was asking because he wasn't sure and was scared of the answer. All along, he had wanted to "propose" with the matching rings but I guess the wind got knocked out of his sails when things were suddenly going south. Also probably why he forgot to actually propose and give the uke the other ring, maybe he lost the timing when uke was not responding to his advances.
