But yea this is an interesting plot and as u said it is a story you're working on, so I assume you got a layout in your mind and you're thinking of making further developments... (Correct me if I'm wrong because it's morning here and I haven't slept a wink and just came across this after studying)
I actually got confused on the part where he accidentally killed the seme, so like uke died but reincarnated and killed seme and then seme reincarnated and 4 years later he made the uke remember everything?
When did the seme first die after uke being hit by the train and how old are they during and after the deaths and reincarnation? I'd like it if you tell me

Wait why does he choke the guy to death
so after he comes back to life, the uke's delirious. He ends up finding the seme, and asks him why he didn't show up like they agreed. Of course, the seme's frozen in shock, because standing right in front of him is someone who had, well, DIED, and struggles to answer. The uke, who is freaking out, grabs the seme-incidentally, by his throat- and asks him over and over again, 'why weren't you there'
Basically, the uke doesn't realize his own strength, and accidentally suffocates the seme.
He doesn't mean to at all.
(But the fact that he killed him directly ties to the reason why he can't remember the seme)
Ok, so the uke and the seme are both in their senior year of highschool when they die. Let's say that they're both 18.
The uke dies first. Now, I'm still trying to decide the details after the uke's death up until the reincarnation, but let's assume that it's long enough for the uke to be legally declared dead.
So, for now, I'm going to say that the uke accidentally kills the seme 3 days after he died. (for a while i was thinking it would be 2 weeks, but that would be excessive) Both the uke and the seme were 18.
[Also, another note: While the entire school found out about the uke's death, no one knew that anything had happened to the seme. Basically, since the seme was killed in his dorm at night in a quiet manner, and since his "good friend" (as the staff would say) had just tragically passed away, him missing a few days of school wouldn't be out of place. He just kept attending school like always. He eventually figures out that he did, in fact, die, (and that the uke was somehow alive again), but he doesn't tell anyone.]
4 years later, the uke and the seme are 22. They meet again completely by chance (the seme sees the uke, recognizes him, and they meet up)
The uke doesn't remember the seme at all, and thinks the seme is crazy. Basically, the trauma of accidentally killing the one person he actually loved was too much for his mind to handle, so his mind blacked him out in order to cope.
The way that the uke ends up getting his memories back isn't all at once. Basically, the seme's ability is to amplify emotions. The uke, after being "reborn", lost much of his capacity to feel emotions (basically, everything feels numb to him). So, the seme's ability is one of the few ways that the uke can actually feel emotions in the same way as he did prior to his death.
In case you can't tell where I'm going with this, let me give you some context:
Whenever the mind blocks out certain events due to trauma, the memories aren't gone. If, for example, something the mind associates with the event was to occur, it could trigger the subject to remember certain things related to the stimuli.
In this case, the emotional amplification delivered by the seme works as a trigger for the uke, and sometimes causes the uke to remember things that his mind had blocked out.
The seme can't control the things that the uke remembers; everything is mostly up to chance.
TL,DR: The uke and seme are 18 when they die. Both of them are "reborn" about 8 hours after their death. The uke kills the seme 3 days after he dies, and when they meet again, they are both 22.

(this is actually a story that I am writing.)
-Uke is a really intimidating delinquent that has troubles with processing emotions and being able to empathize with people. There are rumors that in his first year of highschool, he beat up his room mate in order to have the room all to himself.
(For some context, in this world, a small percentage of the population is "reborn" when they die; basically, they come back to life, sometimes with enhanced abilities.)
In his second year of highschool, he starts out without a roommate, but two weeks into the school year, he walks into his dorm only to find that someone had moved it; and it's the guy he has a major crush on?!?
over the next few months, the uke gets to know the seme more, and falls in love with him. as he's never felt such intense emotions towards anyone else, he cares deeply for the seme, and would rather him be happy than himself.
6 months later he finds out that his crush (the seme) had developed feelings for him since he moved in with him. they date for 2 more years, up until tragedy strikes:
The uke and the seme were assigned to be partners on a big project about grave robbers. the project is almost complete, but there's only one thing left to research. they decide to meet up in the woods before heading out to the graveyard to collect footage of a grave robbery.
somehow, through a series of misunderstandings, the seme and the uke mix up the time and place of the meetup, and the uke heads out into the forest a full 3 hours earlier than the seme, at midnight.
there's no cellphone service, so he can't call the seme, and he freaks out. afraid that something happened to him, he starts calling out his name, and then hears something. Running towards the sound, the uke comes across some railroad tracks. Seeing a lump on the tracks, he sprints over to it, thinking it's the seme.
But it wasn't.
And then the wail of a steam horn fills the air, and a train crashed through the uke.
The uke "dies", but is reborn; however, they are legally declared dead. His ability to feel emotions is dampened significantly, and his physical stregnth is increased; he finds the seme, and accidentally chokes him to death (the seme is reborn too, but the uke doesn't know this.) because he doesn't know his own strength, and can't process his feelings.
Fast forward 4 years. Somehow, the seme finds the uke again, except the uke has absolutely no memory of him (this is because of the trauma of accidentally killing the seme). But the seme has the ability to amplify emotions, and little by little, the uke's memories begin to come back (due to emotional triggers and stuff)
TL;DR: A tragic(?) love story of a guy that's infatuated with another guy, ends up dating him, dies in an accident, is reincarnated, ends up accidentally "killing" the guy he loves, and meets the guy he killed 4 years later. Except, due to trauma, has forgotten the guy he loved.
