no, what she did was a pretty shit thing to do, and sorta indicates her lack of morals (she doesn't care what happens to others as long as she saves her own ass)
You can have the best of intentions but if you don't act upon them or just act upon them in the wrong way you can cause harm to the people around as she did to the kitchen maid.
idc what you say, what she did to the kitchen maid was awful and made her a shitty person it'd be different if it was just a spanking or telling off, but she literally got whipped and has scars,
that's far different than a little kid pinning the blame on another, cause I highly doubt they'd get whipped and have scars. And even if it was like a little kid move she's a grown-ass woman who should know better.
Yh she may have done it to avoid the consequences by pinning the blame on her cause was scared and whats the called "selfishness" and it showed her lack of morals.

What I'm NOT OK with however its the underlying message that the old Chloe DESERVED to be treated like trash just because she was shy and had low self esteem, is not like she was a bad person(blaming the kitchen maid was wrong but to me, it was like when little children blame whoever but them self just to scape the blame, she did it cause she was afraid of the consequences not with the desire of harming someone else), she simply needed help, someone on her side, a friend, be it a maid or a noble, but she had nobody, she was alone. If someone had help her I'm sure she would have eventually overcome her shyness and improve her self esteem, and her real personality would finally shine
