Simply because they dont have someone to guide them in the making of it, since manga doesnt really profit a lot especially when ur not well known. Quick story = bad story = fast cash

story is often about a innocent girl which gets bullied by everyone. sometimes also by the rich malelead till he falls for her- the 'target group' are young girls china. in china the value of girls is very tiny compared to men. china also had this 'one-child' policity (now 2child or not?). its not allowed but rumors say that female fetuses are often aborted... only a son can support the family (something like this lol). so I think irl girls/women are often treated very bad. so they must feel like the main-chara form such stories- bullied by everyone and rescued by future husband (the sisters in such stories are often step- or halfsisters).

Yeah I agree with u :( when I want to read romance in chinese novel , everything I found is about a weak pretty girl with her super rich boyfriend :( and thats annoy me . But I'm glad I found wonderfull chinese novel with good worldbuilding, good story telling ,etc , eventhoug the genre doesnt have romence in there
