Why? They're robbers. They might also have killed in the past. Even if they haven't, by stealing you're robbing someone's livelihood. This keeps them off the streets and protects law-abiding citizens.
True, they might murder for valuables in this world, but can't there be a different solution like prison? but with a system where they can also fulfill work that helps the community there? - not trying to debate on this world's system and such tho, just saying I think it's quite a dark outcome
well you can see there slavery as prison most likely they will be sentenced a time period of being slaves and they work just like prisoners in Arkansas they clean up and do road work here at least they did not get executed or have there hands chopped off look up mid evil ways of punishment for thieves lots of gory ways to punish them and almost always they are left to die a slow and agonizing death if they survived the punishment because no one would want any thing to do with them
