I reread everything and Mitsuru was always able to control a seagull while being awake so it seems he can mind control them like in Game of throne or something ¯_(ツ)_/¯
I don't think is mind control. If you reread chapter 12, where Mitsuru takes over that seagull, Mitsuru's body kind of sinks (like his head falls down and is set in a weird position) so I assumed his soul left and was inside the seagull. So I think he can posses other bird's body.

Being familiar with Game of Thrones, I totally understand what you're saying. Mitsuru is "warging" into any bird's body.
I believe he is imposing his own consciousness on the bird rather than controlling its mind.
Somehow, I can accept that he speaks to birds... but I cant accept that he (other guy) sleeps into one???
