Ah no, it was more lighthearted than that.
I remembered some more info: when they grew up, the bullying guy would wait for the ex-victim guy at the station after work. He was kinda stalking him too, but not in a heavily psychological way. The ex-victim guy was either fatter when he was younger or he used to wear glasses.
