This is story is crap but I don’t think he was in love with her back then. The problem here is that the plot is so shallow that one can’t even see the actual development of those feelings
For the whole time I was reading this, I kept telling myself that this is not pedophilia and that I'm just being ageist. I told to myself that they are adults so this is fine, it's just the relationship might not work in 20 to 30 years bc he will in a dipper and she is still be sexually active. But that's in the future so who know.
