Jihyun had rough childhood and Chiwoo is sympathizing him on that. Jihyun was in a bad crowd and the only sensible thing for Chiwoo is to be there and keep a balance for Jihyun. If you are reading this through Jihyun eyes, then of course you will see Chiwoo that way, but I am looking at this from Chiwoo perspective, and what he did was not stringing jihyun along, but trying to be responsible on a friend. He is not dense, but if addressing Jihyun feelings will shake their friendship foundation, then he might as well just keep ignoring it. People are never obligated to respond to anyone’s feeling if they are not interested.

People can choose between love and friendship, and Chiwoo cleary choose the friendship. And skinship (male and male or female and female hugging, holding hands, sitting on lap) in asians context is pretty normal.
