It is not an insult per say, but it is a proof of the author's ignorance I guess. It is just a reference to the country ruled by Black Panther in the Marvel Comics (and Avengers movies). The word in itself has no pejorative meaning.

I don't understand what is wrong with Wakanda? I thought it was a name. I often heard it.
