Totally normal. It's just a way to say congratulation to other in all form of performances
IDK about here in the states but in Japan and Korea if its someone you worked with for a long time and you admire their work then yes, it is normal. I think it is more common when they are also older and have had more experience in the field since it is like saying "thank you for working with me and giving me guidance"
