He's 100% dead in the manga. The author said how because ash was based of Phoenix river, Phoenix's death played a major role in wether Ash could live or die. Bc the actor that was based off ash died, it was only normal for the author to kill off ash (they also said how his death was karma for all of his previous killings affiliated with the gang). In the anime they tried to make it as ambiguous, the left hints of ash walking away with the letters in the intro of the last few episodes, with Ash holding onto his gunwound. You can say he survived in the anime, but technically speaking ash died, there's no ova of the anime bc Ash is dead in the manga

Actually Ash was only based off River by appearance, not story. Yoshida stated in an interview that she had his death planned out from the very beginning and when River passed she was so distraught she debated for a long time about letting Ash live and her editor tried to persuade her but in the end she decided on it. Please stop spreading misinformation, thanks.

Theres an epilogue to the manga where eiji talks about ash’s death.
