I think the things he said were also because Toujou tends to sleep around a lot. His reaction to when he first found out Toujou was gay was "everyone's love is different" or something like that. So this is probably more of an extreme case of brother complex. Like extreme. He didn't even want his brother dating a girl.

As an lgbt person I get that todou is afraid of starting the relationship but this wasnt well elaborated in my opinion.
