That's not how it works. If you want a new title to be uploaded here you'll have to do pretty much everything on your own. You'll need to contact them through their mail, write all the info about the new manga (title, alternative title, categories, blurb...). You'll need to purchase and (if needed) translate the chapters yourself. Then upload them to Imgur.com and attach the link to the mail mentioned above. And don't forget about the cover pic of the manga. And once the manga is up, you'll have to keep on uploading the chapters yourself, unless if someone takes over.

Are there ways to suggest mangas to mangago or is that not how it works, because there is this webcomic on tapas that i'd really like to read but simply just can't afford. (sorry if thats not how mangago work and i'm just being an idiot. )
