Listen ok, her illness isn't an excuse for her poor behaviour and you need to tell her that (though she might just respond like an asshole and spit on you) and your family needs to make that clear to her.
And not gonna lie, as far as I know I dont have any kind of mental illnesses so maybe I dont have the right to say whether it excuses her actions or not. But I've heard people with mental illnesses say that it's not an excuse and I know this sounds really pathetic and stupid because I don't experience it myself and I'm going off of what other people say but just stop using her being bipolar as an excuse for letting her be an absolute and utter asshole.
A few google searches will even come up with articles saying that mental illness/bipolar doesn't excuse behaviour etc.

i don't know how to deal with my sisters bullshit. like she's bipolar and all and i try to respect it but i hate how she tries to act like my sister when she told me that im not her little sister anymore. we're 7 years apart and im more mature. she throws tantrums whenever she doesn't get what she wants, she brings up bad memories on purpose to fight with me and my family (one time she brought up the nickname my bullies called me just to "win" a fight, like she knows i was bullied with that nickname) she's selfish and only thinks of her happiness. like my dad asked her if she was the only one happy in our family but our whole family was miserable would she be okay with it, and she said yes. she said that her happiness is the only thing that matters. she makes fights out of EVERYTHING. like today i clicked my tongue at her because she was picking a fight with me and she goes in my face and clicks her tongue several times, i got angry and mimicked her and she spits IN MY FACE. LIKE ISTG I WANTED TO PUNCH HER. and like whenver we fight she says that im not her little sister anymore and im like when did i say im ur littler sister and she goes when did i say im ur older sister? and im like BITCH U JUST TOLD ME IM NOT UR SISTER ANYMORE I- SUSJSJSUWJDYJSNSUW
also sometimes to "win" a fight she literally fat shames me
i fucking hate her guts like she and my mom had to go to another country for her medicine when i was 9 for 3 months. and one more time when i was 10 for 1 month and then another time when i was 11 for 3 more months and this year they're gonna go again. and omFGGGGGG she calls everyone a potato and its embarrassing. like at school im in a crowd with my friends and my sister very loudly sings the potato song or smth AND OMFGGG ITS SO EMBARRASSING. like i know im not supposed to be embarrassed of my sister but like RIGHT IN FRONT OF MY FRIENDS.
also i tried being understanding of her being sick, i tried being nice but she kept taking advantage of it and started picking fights with me.
