Wait...why is it so soon? Taku is chasing after Haesoo for a year, from the moment he saw him in the bookstore. The more he's interacting with him, the more he's falling for him. Isn't it like that for everyone?
You can follow development of his feelings , he's telling everything. First, he was intrigued by Haesoo, and he told him that in ch 16 http://www.mangago.zone/read-manga/love_or_hate_yeongha/uu/love_or_hate_yeongha-chapter-16/17/
Then he started liking him, and he didn't hide it, in ch 27 http://www.mangago.zone/read-manga/love_or_hate_yeongha/uu/love_or_hate_yeongha-chapter-27/7/
And now in ch 49, he said what he said, and I believe him... He's straightforward and quick, that's the part of his personality. Like he said- is there a need to complicate things?
I'm not defending him completely, I believe that he's in love with Haesoo in his own weird way.. But I also think he's plotting something with step brothers. This is my personal opinion, but I think that he want's to capture the end of the relationship between Haesoo and Joowon trough his art. We will see...
He's a weirdo and I like him, don't hate me ^^'
Oh, and I'm sure there will be a huge twist after all three of them meet, and after Joowon drops the L word...he's definitely not giving up that easily, that would be so unlike him.

i understand and agree with you but i think the reason so many comments are saying it’s too soon is because people get the feeling taku just says things to say them, with little meaning, and tells haesoo what he wants to hear to win him over for whatever he is planning in the future. and i can understand both sides in that case, taku is actually unreadable for me, since we can’t read his thoughts and only go by what he tells haesoo. he’s super mysterious and i love him either way.

Yes, it looks like that, like Taku is doing all of it just to win him over for whatever he is planning in the future. But isn't it too obvious like that..?, sometimes it looks like a big red herring to me.
This wouldn't be so interesting and mysterious if, from the very beginning of the story, author presented him like a perfect good boy and the best solution for Haesoo. That's why Taku is so unreadable and mysterious, and that's why we readers, just like Haesoo, doubt him so much...
Honestly, I can't wait to see what is actually going on in his head :')

To further support you, in chapter 32 where Taku is talking with his friend. Taku’s friend ask if Taku has ask Haesoo out, and Taku said what Haesoo feels is important too and Haesoo doesn’t seems ready for it YET. That means Taku has thought about asking Haesoo out even before his friend ask this question and he know that Haesoo is not ready for a relationship YET. I gotta said for someone who just meet Haesoo not too long ago, Taku do know Haesoo well in a way. Also the “I love you” part happen after the photo shoot with Joowon, maybe after meeting Joowon, Taku feels threatened and he wanted to confess quick? From the photo shoot with Joowon especially the glass breaking parts, whatever they were saying must be important and Joowon unconsciously hold the glass too hard to break it. And from Joowon reaction Taku probably learn something from Joowon.
