From my understanding, the fushiba boss (hotaru's sugar daddy) did not order Hotaru to be killed. This fact is confirmed in chapter 6 when Hashiba reveals that the boss wondered about how hotaru was doing. I assume the boss asked hashiba to give hotaru money or something (possibly to let hotaru start a better life). However hashiba lied to the boss, and actually sold Hotaru to Ono (the guy who raped and forced him into the sex industry) and lied that he needed to pay back the debt.
Wait I’m confused? I thought Hashiba saved Kei because the boss got a new male lover and wanted him to kill Kei so that he could use the apartment. I mean Hashiba didn’t need to sell him to Ono or make him work for the “debt” but I guess that was his twisted way of knowing where Kei is at all times.
