1. Revenge for not doing anything while he suffered through sexual abuse by both of his parents while Simon was off singing with his little friend Connor. He even had to dye his hair blonde. I have a feeling the dad has creepy feelings for Simon but doesn't wanna taint him or something? I know Simon's mom is dead so I guess the dad sorta suffered from it? Who knows. Take note-- Gale doesn't want Simon killed. He wants him 'punished'. Either way, he seems to have given up on it after the whole coma thing. He's saved Simon during the rally too.
2. The prosecutor doesn't hate Simon. He wants to use Simon as a catalyst to trigger a revolutions of sorts, to ultimately destroy that supremacist terrorist group. Think of Simon's death as something that'll make him a martyr. The 'assassin' is supposed to yell "Hail the WAF!'. So it's sort of a set-up in order to take down the group. He explains it in this chapter ( http://www.mangago.zone/read-manga/dark_heaven/mf/c058/1/). I'm surprised you missed it. I also remember Hasco, the prosecutor, say he doesn't have anything against Simon but it's for the greater good, and thinks that Simon would 'agree' that this is for the best.
I have few questions,
1. Why was the step brother trying to frame Simon ??
2. Why does the prosecutor hate Simon and was trying to kill him???
