In most people's versions of omegaverse it is usually that the parents and siblings are immune to heats and ruts. However in most writings they usually leave the person going through it alone. For parents in the universe they can only scent and handle them as their kids and for siblings they can be more closer and more protective but not cross that line, but it depends on the author. There's no set rules for the universe so people change it as they please. But no one(toy knowledge) over steps the boundaries of families.

there is one omegaverse manga that talked about it where the immediate family were immune to the childs pheromones. in my head canon i kind of apply it to others except for those that specifically says they do. there's a few of them tho. and i also see mangas where only the siblings are affected but not the parents.
