I'm not sure how it works in Japan, but in America, a person can't start working part-time in their teens (as I'm assuming Andou is) yet still be far from the legal age to drink, which is 21.

Legally speaking... in Japan, people could take part-time work after graduating from middle school, tho... some other 'places' also employs 'underaged/illegal' people too.
As for Legal age for drinking... 20 is the common one.

Even in France you can start working at 16. But you'll have the right to buy alcohol at 18.
    That seems pretty common actually.

In the Netherlands you can start working around 14 but drink at 18 while you can start getting your driver’s license at 16,5 ╮( ̄▽ ̄)╭
