He was a F (Fake or False), who can only tell lies. So everything he has said so far were all lies. He can exchange his “gift” with other, so he approached Saegye with the intention of stealing his Dare ability. It seems that they need to have a deep kiss for the exchange to happen, so he chose the romantic approach.
