Think about this...

I don't like Soo wan, and I really hate that adviser. I don't trust either of them; however, I do trust Yona. She would probably have to face Soo wan and her own demons eventually. So why not just get it over with? And besides it isn't as if they got much of a choice. It's either they go face Yona and Hak's past and get somewhat protected (I don't trust Soo wan or his adviser neither do they. They are not that stupid) or they go into hiding and get hunted by even more dirtbags.

Soo wan, even though I really dislike his murdering of Yona's father, is a good king and an interesting character to explore. I can understand why he did what he did. Yes, he took the throne by killing the last king. And yes, he did that partially for revenge.
But he pays for that by being seen as a murder and hated for his crime by the only two people he loves. He was aware of the possible consequences before he committed the crime. So he isn't resisting their hate. This whole ordeal started with a bad king but a good father to his daughter, and a good person who wanted peace above all else in a time where peace was not possible without bloodshed. There's a saying: A good ruler doesn't always translate to a good person. (づ ̄ ³ ̄)づ
