For me, He saw him as family: like the brother he once "lost," so that's why he made a promise, like a bond to never be left/abandonned/betrayed by a loved one again
there was a convo between theo and Chloe before the marriage and i didnt understand but i got the feeling Danny preferred Theo over Chloe, and remember Danny kept telling Theo * we will become family once i marry Chloe * because she is Theo's cousin. But my doubts really comes from a conversation id didnt undetrstand

He said "wi will become family once I marry Chloe" because the days he's marrying Chloe, Theo is going to stay in his hometown forever (the vow). That's why they'll really become a family
