I mean, I hated how he behaved towards Desir and vagrants, but still I don't think we can actually blame and hate him. He is right in his own perspective, because those vagrants are the ones whom caused all those problems in the estate. (not saying he is right again ) His behaviour towards vagrants are pretty rude and annoying, but I don't think he is the real bad guy here.
true, but recall that desir likened their current situation with havrion academy's. that means it's more likely to just be an unjust discrimination against vagrants (or at least it's mainly fueled by the hatred towards them).
and, the opportune timing to get rid of them came when the crimes increased with vagrants as one of the bigger contributors. it provided him with the perfect excuse for their exile.
he is not the real villain sure, but he is by no means faultless or righteous. if he was indeed truly without ulterior motives, then that would've been fine, but he's not.

I think I understand that guy as well, I mean just think about it, deficient food supply, increasing crimes, with all this, just who would want vagrants in their estate? There is also a chance of riot from both sides (vagrants and natives) with this conditions because of increasing temper of people . Since that guy can't see a way to make vagrants and natives live in harmony, he chooses the method which will make natives happy. I can understand that he doesn't care people other than natives, since they came and things started to collapse afterwards. He is wrong, that's for sure but I can see what he is thinking, he wants to protect estates' people. This is the place where someone has to find a way to ensure the peace. And here comes Desir.
