You're right i saying that it might've been implied, but just implication isn't actual apology, you know?
Tbh, I never felt he was even implying that he was apologetic, except for the phone call where he just says 'how wrong he has done' to Ito-kun. Not the best implication of apology, imo.
I wish the seme would have apologized for bullying Ito-kun in middle school.....
