Being trans isn't "a hard thing" for us to "brain". Rather than Minha saying that he's trans he said that he still enjoys crossdressing. The past Candy only remembers Minha from high school so it makes sense for Minha to have not gone through puberty yet. I know guys who didnt go through puberty till halfway through high school or even a few who didnt really have their voices drop till puberty. You're jumping to conclusions waaay too fast. Is there a possibility that Minha is trans? Yesm is there a possibility that Minha is a cis Male who just likes to crossdress? Yes. Maybe the author will elaborate or maybe they won't.
