I had a similar thought but I have a problem to fit that one scene in which he's standing in front of the hotel wondering about the smell of flowers into this theory.
If he was in on it he surely wouldn't wonder about the smell, right?
There are ways to explain it, like he himself was a regular person but is possessed by a flower person (we need a better name for them). But I don't know. It's probably still too early to come up with a detailed theory.
