Like for example(if you have read raw chapters), when his mother caught them and what happened after that incident.. I think that was the moment where Joowon got scared and decided that it's better for both of them if he backs away. We know he wanted to protect Haesoo and himself, but did he ever talked with him about it? No, instead he told him not to fall for him..
