
Not rly sure. I guess it is a form of visual propaganda that makes you feel a certain since of repulsiveness. Its a visual tool used for something that is suppose to represent "Good and Just" but instead makes you feel disgust. When using a cute petite girl in a nun outfit as the visual tool; it gives a feeling of wholesome purity. There is a recurring trend in alot of manga and anime that reveals an certain ugliness in western base religions. So this type of character as a leader would be perfect to display that form of ugliness. Thus it is used often.

PS, I doubt it will be the same in this one. If it follows through with the web novel. Hinata is actual the leader of the church, and the "pope" is her lover. So I dont think they will make him unattractive.

It's probably something of a reference to the Middle Ages when it was not uncommon for the Roman Catholic Church to use its privilege to enrich members of the clergy. They would use the money that was donated/taxed to the church to live fairly lavish lifestyles. Corruption was pretty rampant, so usually when you see villainous church members, it's a reference to that.
