Is it weird ? Never actually heard of a kissing partner other than in mangas. I personally think it's useless.
Would I do it ? I wouldn't take a kissing partner cause it would be awkward for me. '^' I'd rather just kiss someone when the mood is there. I've never kissed but I can't possibly be that bad as long as I don't try to litteraly lick the end of the throat of the other person. xD

If both partners agree there is nothing wrong. If my guess is right, you are underage. Keeping it shoujo level should be oki.
Just be careful so:
- other people won't find out about it and that both partners agree to keep the silence;
- if you are a girl, do it somewhere you can not take it to the next level, if you know what I mean. Kissing is a form of showing affection but it can also be foreplay and incite you into doing things you didn't plan.

I think the meaning is different for each of us. Kissing means discovering more about yourself and the other person. I believe there is no right answer. As long as it is something one desires, one is free to kiss lots and lots. Me and my friends wasted our first kisses playing Truth or Dare when we were young and later on I even kissed a few girls. Kiss as in a peck on the lips. Right now I always kind of regret each time my husband goes on business trips that I didn't try to kiss more so make sure to live without regrets.
