Ya thats him in disguise to approach her more personally and without the official standing as the prince. If she knew it were him she would probably act differently. Also since he's in public it would probably be better hes in disguise.
In chapter 19 he was disguised like this for the first time, his bodyguard got insured and then saved by Elise.
