I know what you mean and I also don't like Jooyoung. When he first appeared I really hated him. I mean I know he is worried but it's the uke's life and he can decide for himself. After this chapter I like him a bit more (but still don't like him) since seme still doesn't give our uke his essence, so uke really should go look for someone else (even if only to make seme jealous).
Anyways I'm more pissed at of the seme bc why the hell doesn't he just fuck the uke after he clearly stated, he wanted to???

I’m pretty sure he’s not starving him on purpose. What the seme wants is for the Ike to love him so he makes the uke desperate for him by using the uke’s Sexual desire (but in reality he just wants to fill his belly with food, not with dick).

I do also get the seme's behaviour though--I think he's trying to make the MC interested by withholding the thing he wants and is trying to get to know him as a person. He's not aware of the seriousness of the situation.
However, I think he's getting there--he know's there's some abnormal reason that MC wants to sleep with him, and he DEFINITELY noticed how weird MC was about vampires and how he referred to people as "humans" as if he wasn't one of them.
