I do believe he survived when katou said that he would swallow the "sins" he meant that he would take the fall for it since someone has to take actions considering all the deaths that happened. Also he promised that he would live so someday they will meet again, definitely.
And also, Katou and Lady Saiki were directly and indirectly responsible for messing up Souma and Sakurako.
