I'm quite sure this may be the mysterious anthology very short story style sort of things. I think the author wanted it to be only that long, and wanted us to question and think.
As for me, I saw the narrative as concerning a man who feel suffocated and frustrated in his work/career life and it overlays with his desire to be bound like in S and M play/BDSM. He may see that as a release from maybe a job that suffocates him or perhaps a life where he has to call the shots all the time and inversely wants someone to do that for him.
It's could also be an artistic juxtaposition of how We can live our whole lives in bondage, or want to bound to someone else. It could be literal or symbolic, or both. Reminds me of that third arm story.
