I get the feeling that he's putting up an act in order to fools everyone. I don't think he's being controlled by Zeke, nor do I think he's evil. I think he has some plan to put an end to the Titan war, and part of it involves painting himself as the bad guy if he needs to. Sort of like what Lelouch did in Code Geass.
