Nah cuz the first time I read this, when Fanboy said "I'm sorry" in that chapter, I assumed he was apologizing for kissing him drunk. So the one you're pointing out could actually be Star kissing him back, hence 2nd kiss. It's not explicit but it's as valid an interpretation if you read between the lines
