The hair color thing is because it hard to tell the difference between lead characters if their hair is the same length and color...it could also be kinks.
As for the names, Tora = Tiger and Ryuu = Dragon so badass/warrior names = delinquents/Yakuza.

Tora is tiger and Ryu is dragon. They're often used in Japanese literature and other media as two strong opponents. There is a very popular movie called crouching tiger hidden dragon
Aaaaaallll the yankees are always called some variation of tora and ryuu, am I the only one getting bored by this? (〜￣△￣)〜
