Of course he does, but you don't kiss your friend who is in love with you just to keep him by your side, how selfish and misleading is that?
I really hope Nisaka beat his ass. I'm sure Neji was trying to say "why can't I love you??" and make him his third love interest lolllll and THATS A NO for King Nisaka, maybe but I'm just glad he hit him, Neji must have say or do something really really stupid, like he always do.
