The plot seems to be a poor wording, and lots of yaoi logic. As said, it's not marriage fraud but more akin to a dating scam. The police would likely be unable to act, so it's been shown quite illogically. Ditto with how the character ended up in such a situation, he's engaged to a woman but doesn't actually have much of a relationship with her, and seemingly doesn't live with her as the contact stops after the phone number being blocked. He just took her asking for money for her mother at face value, rather than hearing it from the mother's mouth, discussing it with the mother, and also questioning why he should be the one having to go into his pocket and what are the motivations for this. Then there is the homophobia, by saying gay men can't have long term relationships, and just be normal couples, instead they have to jump from one night stand to another simply because that's what the character does, and the ignorance of saying gay men can't get married when yes this relevant to Japan, but certainly not internationally.
I see a lot of people here being triggered with the use of "marriage fraud", I mean, it's only a translation, japanese people might actually have a different wording from it that if read in a different way actually means marriage fraud. Tho I wouldn't know, I can't even read japanese. But I've seen cases where some japanese words can have two or more entirely different meanings depending on its arrangement and how it was read.
